I’ve always found live bait (night crawlers and meal worms) to work best. I’ve had some success using PowerBait too up in Pennsylvania, but less so in Maryland.

I concure with Jim above. Also try small spinners like the Mepps line or, my favorite, the Colorodo Spinner. I’ve had good luck with them.
